3.Bidder qualification requirements
3.The bidder is required to be an independent legal person or other organization registered in the People's Republic of China, with a valid business license and corresponding construction and performance capabilities in personnel, equipment, capital, etc., and the bidder is not included in the "blacklist" of the water conservancy construction market supervision platform of the Ministry of Water Resources.。
3.The bidder's qualification requirements are as follows:
(1) The potential bidders to participate in the project shall have Grade 3 or above qualification for general contracting of water conservancy and hydropower projects issued by the construction administrative department;
(2) Potential bidders to participate in this project must have a valid safety production license。
3.The requirements for the personnel to be invested in the project are as follows:
(1) Project Manager: The project manager to be assigned to this project shall have the qualification of second-class registered construction engineer in hydropower engineering，At the same time, it has B certificate of safety production assessment，Not serving as the project manager of other projects under construction (The bidder shall put the commitment of the project manager not under construction into the bidding document and affix the official seal，No project manager promises to deal with invalid bid);Provide details of the social pension insurance paid by the bidder for the past six months (from June 2023 to November 2023);(Except for the six categories of persons specified in document [2019] 92 of the Letter of the City of Construction，The six categories of personnel so specified need to provide labor contracts，Retirees must also provide proof of retirement)。

3.4 Reputation Requirements

3.5 Financial Requirements

3.6 Performance Requirements
The potential bidders are required to complete at least one similar project construction performance within the past three years (from January 1, 2020 to the first day of the tender announcement period) (provide the scanning copy of the performance contract and the original notice of acceptance).。
3.7 Other requirements:
(1) If the bidder has no affiliated construction in the bid section, it shall provide a letter of commitment for unaffiliated construction (with the official seal of the bidder), and the format of the letter of commitment shall be prepared by itself。
(2) The bidder who wins the bid in other bid sections of the project and is disqualified as the candidate or successful bidder in the project shall not participate in the bid for this bid section。
3.Legal persons, other organizations or individuals who have an interest in the tenderer and may affect the impartiality of the tender，Shall not participate in bidding;The person in charge of the unit is the same person or different units with holding and management relations，Shall not participate in the bidding of the same tender section or the same tender project without divided tender section at the same time (shall be declared in the bid letter)。

4.Acquisition of bidding documents

5.Submission of tender documents
